Arkansas's Department of Finance & Administration (Office of Motor Vehicle) provides a legitimate "bonded title" path under Ark. Code § 27-14-409 for vehicles where the original title is lost, destroyed, or never delivered. The buyer files an application, posts a surety bond (typically 1.5× the vehicle value), submits a VIN inspection from the Arkansas State Police, and a regular title is issued — held in bonded status for 3 years, then released clean.
